For the development of arts and sciences, you need a civilized association of men: civilized association of men allows people to develop reasonable minds. Reason and freedom is the self-conscious of art, science, philosophy. Thinking is the ultimate basis for all those things. The educated person: in an ideal world there are no painters, there are people who just paint.
