Udhr recognizes a number of economic social and cultural rights. International covenant of economic social and economic rights. Economic, social and cultural rights right to: adequate food. Right to food is not the same as right to be fed. Concerns the right to feel oneself with dignity. When people are unable to feel themselves (eg. armed conflict, natural disaster) state provides. Individuals are expected to meet their own needs. State must provide an enabling environment (access to land, seeds, water, marketplace) food/relief. Does not require state to build housing for entire population. State requires to take measures to prevent homelessness, prohibit forced evictions, address discrimination, focus on most vulnerable. Right to adequate housing is not the right to property. Right to adequate housing broader, and not related to ownership. Intended to ensure that everyone has a safe and secure place to live in peace and dignity, including non-owners of property.
