They have a degree of independence from the health department and the foundation"s primary purpose is to provide care in quality standards and principles to national health service and their patients. The foundation care for those who cannot pay for treatment. The foundation has a code of governance for the principle and process to maintain good quality corporate governance that contributes to better organizational performance to provide safe effective service for patients. Not everybody can enjoy the service as the foundation has conditions and requirements which nhs lays down to determine whether a person is fit and proper to serve.
