Direct: treating someone differently on enumerated grounds, doest have to be intentional i. e. Not giving someone a promotion because they are colored. Constructive/adverse: what may seem like a neutral policy but ends up discriminating or creating disadvantage. Gov of canada was discriminating against indigenous children, they underfunded their social services, made it difficult for them to have efficient remedies. If you bring a case like this to the human rights commission and gov of canada would be very costly, it"s harder for the person bringing it forward to them because of their disadvantage of resources. Talks about povery and substance abuse, that underfunding and having the adequate resources they were not able to address these matters in these communities. Resulted in native children being taken out of their communities and put in residential homes/foster care. Depicted as after the war people wanted to avoid a repeat of what happened in ww2,
