Employment standards legislaion creates a loor for non unionized workers. The state is willing to lay this kind of social protecion groundwork, for similar reasons that explain the postwar compromise". The state willing to intervene explains the post war compromise. Same raionale when they got behind the employment standard legislaion. If we can have legislaions that meets a minimum standard, we can stop workers from resising the capitalisic economy. 1920 minimum wage act excluded a male minimum age. Male minimum wage was not brought ill 1937. Minimum standards legislaion not nearly as good as the condiions that could be achieved through collecive bargaining. Industrial pluralism" was good because it involved both business and labour. But when you look closer, you see a largely excluded group which only becomes greater with shits in global economy.
