Equality and rights missing economic rights civil + political rights not achievable unless full citizenship is accomplished which comes with economic + societal rights. Liberal emphasis on property rights rather than poverty rights. Certain rights guaranteed by the charter while others are not. Ideas of equality limited: abstract, no economic rights. Reorganization of labour women shifting employment patterns. New flexible labour force = low paid/less secure/contractual/temporary work --> factors = neoliberalism worsen/increases the poverty of women. Omen poverty/dependence concealed by nuclear family as more women are single, dependency is transferred from men to the state. Indicator= growing homelessness among people women = women are the majority of poor in. Canada 1 in 7 women likely to be poor 70% of minimum wage workers are women . Property rate for women over 65 is more than twice that of men.
