He also argues that there are good and bad government types. Democracy is what he believed was a better form of government, which he called polity. Members of a polity belong to government in which few people rule. An oligarchy is a small group of people in charge of a country or state etc. The demos are a greedy set of people. It is divided by a federal system and not a unitary system.
