But also increased competition of receiving the funds. Mulroney era: leader of conservative party, shift in ideals and relationships of smo and their contributions. They were seen as a nuisance: cut back on the funding as an attempt to atrophy the group, shrink" the group. Or to not be seen as critical/contentious in their activities: play nice" and get the funding. Chretien and martin: liberal, would have assumed that it would have returned back to trudeau"s ideologies, the role of the orgs were seen as vital and a liaison btwn communities. Provided the connection to the people: voluntary sector was seen as diversity and an instrument.
