Popper set some very high standards for scientific rigor. He wanted scientists constantly to set out to disprove (question) their work and was interested in the content of the process of knowledge production. Also, he argued that all science is based on hypotheses that must be tested to destruction. Sound evidence which does not fit with the hypothesis must logically cause it to be rejected. Any scientific theory to popper is always in the state of being not yet disproved. There is no way of justifying the assumption by observation experience and logic. There is something to be said for this approach of looking for data to contradict (to think the opposite way) your beliefs rather than more data that supports them.
