Once you formulate your policy, now it goes onto how you implement the policy. Ideas that are written in acts now are to be translated into programs. Traditional role of public bureaucracy is public administration and implementation of programs: politic administration dichotomy. Politics is related to policy making, responsibility of elected officials. Administration is separate, related to implementation of policy, responsibility of bureaucrat: in practice, public servant is also involved in policy implementation process. Policy maker needs information of public servant and expertise, which is supplied by public servant. In theory yes there is separation, but in practice, it doesn"t square with reality. Yes the act will be passed by parliament, but the act does not explain what is needed to create a program: act delegates authority to that particular program, to make a subordinate law. These rules and regulations will be written by bureaucrat/bureaucratic department. Those rules they make with respect to programs are subject to parliamentary review.
