Confessional unionism = quebec = nationalism + indigenous church based union. Catholic church plays a part in organizing these unions. More open to immigrants + unskilled workers. Steel control cost of steel if they own the different aspects of production. Move to free trade colonial colonies = no fixed market. Keep canada alive railway system + immigration.
