According to aristotle you need a community ideally to live in a polis human beings are naturally going to come together. You can"t achieve it in a kinship tribe, village, political association: contains the smaller forms within it. Human beings can only achieve their full potential in a polis no where else you can achieve this: completes humans purpose. Citizens are tied together by bonds of common affection. Character virtues of the mean not who you are in the polis but what polis you come from. The best state would enable people to achieve a higher level of virtue intellectual virtue is the highest level of virtue one can achieve (according to aristotle) Best city will cultivate that kind of virtue.
