Which determines the legislative party which then determines who is elevated to executive positions. Leader usually the pm, and the pm cabinet is chosen on a particular basis. That individual and the cabinet are based on their signority in the party. That individual and others have come over time through political process, backstabing etc they have come to lead the party.
