The power of the people is based on the idea that we are all equal; That there is something wrong about one person setting themselves up as a god who rules over other people as a monster on earth. Democracy starts with a sense that we are all part of a political community, a polis city that is organized among equals. We are all citizens; anyone who tries to overthrow this sense of equal citizenship is a tyrant. This same society was always engaged in war with neighbours: War either led to enslavement, or death. Loser of war accepts permanent servitude or death. Athenian democracy completely dependent open slavery: equality. They say there are equal citizens, but this society is made up of a hierarchy.
