A government is a group that monopolizes over violence and use of force. Goverment has laws that it enforces with the police. The police is in charge of the use of force. This is how a trial works in today"s world. In ancient athens the trial were informal, there was no representative, things were done by getting people together and making decisions. All criminal trial and law enforcement was controlled through private citizens. If someone breaks the law you bring them to trial. Today, if you commit a crime against someone it doesn"t really matter, the law is what matters.
