Grew to have a disinct poliical meaning with reference to the surround countryside united as a single poliical enity or city- state. Thucydides 7. 77: men are the polis, not walls or ships empty of men . The city-state was an idea, the equivalent of a paricularly intense communal or corporate spirit .
