Before the war, people would go to churches and charity organizations for help. The welfare state was another way to help people, and to also control society. The welfare state as an administrative organization that people relied on. A centralized social safety net; if you fall for any reason, there is a net to catch you (disability, injury, etc. ) Marsh" source (1st primary source) sees this as a good idea because social security and a good income is essential for society. If there is a portion of the population who cannot participate, then the commerce suffers as well. He says that trouble will happen (economic crisis) and argues that this bit of help will make society better. Whitton"s source (2nd primary source) sees social security as a good thing if they are promised enough. No matter how good the promises are, there will always be loopholes that hold the plan back.
