The 4 stages and phases of the organizational socialization process are labelled as choice, introduction, encounter, and metamorphosis. One of the things that is often deployed discursively, especially among people who seek to write about the changing cultures of policing, is that things have changed, and how police officers have become active agencies. One can institute cultural change from the top down, but the question remains, even though there is this discursive policy change from the top, there seems to be less uptake of that police change through the rank and file. Thus, unless you change the habitus, the way of being of the officer, just having a top down policy change begets next to nothing. As such, it is generally unsurprising that there was very little change in how these officers were socialized because it is about cultural reproduction that occurs within the academy.
