Results are unknown, so difficult to plan with time-line. Most traditional industries do not have a tradition of innovation. Management is not willing to invest the time, effort and money that this kind of change requires. Most managers have been educated and trained to manage and control not to facilitate change. Barriers to double loop learning: bureaucracies and roles. Refers to following organizational policy without critically examining behavior or the policy that dictates behavior. Organizations often have accepted practices on how things are done. Once these practices have become ingrained in the organization, they may continue, even if they are no longer functional or make sense: reliance on cognitive scripts. Refers to mental scripts that individuals carry with them regarding how they should conduct themselves in the performance of their job.
