There is no way in actuality to know that the laws are going to be followed no enforcement (cid:1) Norm: a generalized shared list of expectations that a group will hold about what is appropriate behaviour. At the domestic level, are in families, in university; norms are everywhere. In global politics: expectations that are held by state leaders about how international relations should be carried out, we know it"s a strong norm when it becomes agreed upon behaviour that becomes habitual over time and gains legitimacy. When norms usually emerge, they"re related to a particular power/actor in the system who can often benefit from the norms supported by powerful actors. A promise between countries, finalized in writing and signed. Smarter thing to do: pull out of treaties, which has better credibility.
