Mutual deterrence (fear of retaliation in kind) : the set of rules that countries follow when dealing with each other: differs in difficulty of enforcement, which depends on power and authority of the central government and on reciprocity, collective action and international norms. International law comes from (tradition: customary state practice, general principles of law that are common in many countries, domestic judicial decisions, legal scholarship. Norm: shared expectation on the part of a group about appropriate behavior. Legitimized to the extent that members of the group practice the behavior without question. Polygamy could be an accepted norm (fuck off no never) Expectations held by states about how international relations are carried out. Agreed upon behavior that becomes habitual over time and gains legitimacy.
