Reparations means that the losers pay money to the winners at the end of the war. Allies could not agree on the total amount of money they want to demand on germany. Essentially it is germanys fault that the war began so they will have to pay. They have been selling war bond which means they owe money to the people who have been buying these. They have been getting goods on credit from the united states. 33 billion us dollars is what germany owes. After the war new countries came about and others grew or shrunk. Russia is gone, turned into the soviet union. France needs something to compensate for the old russian alliance. They then make an alliance with the smaller countries. Germans felt like they weren"t a part of the peace process. Britain and france are left with the responsibility for enforcing the treaty. France enforces the treaty which keeps germany weak.
