Democracy: a regime type in which the fundamental principles vest sovereignty on the people. The people wield the power to elect and remove their government: minimalist view, a political regime is democratic if the procedures are in place, substansive view. The third wave of democratization: democratization refers to the process of transiting to democracy, samuel huntington identified three waves, 1st wave: Democratization as a gamble: democratization is not an easy journey, it does not implode into civil war an state failure, libya, syria, the drc, it often leads to pseudo or virtual democracy. Does not have the sort of political contest that allows ruling parties to be turned out of office. Elections are contrived to satisfy international norms of presentability: some results in democratic consolidation, democracies become consolidated when they meet the two turnover rule (stepan and linz) Is the gamble worthwhile: china is not a democracy but it is an economic success story.
