Does not have the sort of political contest that allows ruling parties to be turned out of office. Elections are contrived to satisfy international norms of presentability: some results in democratic consolidation, democracies become consolidated when they meet the two turnover rule (stepan and linz) Is the gamble worthwhile: china is not a democracy but it is an economic success story.
