Bottom up pluralism: big projects and gov"t not the answer, but people in local areas small scale. Micro level focusing on each community. Microfinancing , loans given to poor so that people can have a livelihood, thereby escaping absolute poverty. Argument is that poor people create development by lifting themselves out of poverty. Some argue this does not deal with larger issues keeping people in poverty.
