Ilc drat aricles on responsibility of states for internaionally wrongful acts 2001. Aricle 1: every internaionally wrongful act of a state entrails the internaional responsibility of that state. Aricle 2: there is an internaionally wrongful act of a state when conduct consising of an acion or omission: a. Is atributable to the state under internaional law; and: b. consitutes a breach of an internaional obligaion of the state. Aricle 3: the characterizaion of an act of state has internaionally wrongful is governed by internaional law: such characterizaion is not afected by the characterizaion o the same act as lawful by internal law.
