Ilc drat aricles on responsibility of states for internaionally wrongful acts 2001. Aricle 1: every internaionally wrongful act of a state entrails the internaional responsibility of that state. Aricle 2: there is an internaionally wrongful act of a state when conduct consising of an acion or omission: a. Is atributable to the state under internaional law; and: b. consitutes a breach of an internaional obligaion of the state. Aricle 3: the characterizaion of an act of state has internaionally wrongful is governed by internaional law: such characterizaion is not afected by the characterizaion o the same act as lawful by internal law. The ilc is limited by its own mandate. Ilc cannot make law it is let to states to legally commit themselves to meeing/binding by legal obligaions of treaies.
