Democracy is about virtue but is subject to despotism when individuality becomes individualism. Despotism is his primary concern what drives him to put a pen to paper. All regimes can become despotic, republics, monarch, dictatorship. All regimes have a spirit and laws must relate to that spirit. Division of powers is what helps regimes resist the threat if despotism. French start from the community while british start from the individual. Fear is a foundation to human nature. Have different powerful bodies to look over other powerful bodies to keep them form being despotic. Despotic system is only based on stability. Political corruption or the suppression of the publics interest to the private interest of the rules or rulers. Not a necessarily a particular kind of gov. but a corruption of any kind of government. Recall, hobbes, locke and rousseau all believe that legitimacy is the state lies in its capacity to take in the role it has.
