Pre-industrial~ work houses, poor houses, taking urban undesirables. 1934 p4w~ only federal prison, only federal prison for women until 1955. 1977 unfit for bears, much less women , infested. 1977-1991 12 women killed themselves, marlene moore suicide- one of first women labelled dangerous offender, sexually abused as a child, never committed murder. 1994- sent in male emergency response team, cell extraction during riot, 84% of inmates experience battering, racism, poverty. 90% of aboriginal women and 61% of all women experience substance abuse. Small number compared with prisons we have for men, small budget, constraints on programming. Pros: idea was small places will invoke community feeling, special programs, family milieu (bs) 8 out of 10 women in us that are incarcerated are mother, 7/10 have minor children. 70% less than 6 months, issue when they are sole primary caregiver. 98% of women were in for non-violent offenses, lots of drugs.
