Only a limited number of individuals has the required talent to be trained. The conversion of talent to skills require training. In order to induce talent in persons to train differences in enumeration is needed (persuade talented people to go to college, incentive is needed). Enumeration comes in the shape of rights and prerequisites built into positions. Leads to differentiation of prestige and esteem, therefore inequality is inevitable.
