Challenges the central moral beliefs of a society. We have decided what our values are to keep all this working we have criminal laws to make sure that we obey. Acts that appear well intentioned and moral can be criminal i. e stealing the food from rich to feed the poor. We can defined what is immoral based on the cause of social harm - boils down to people who have just decided this is going to be illegal. Moral crusaders: moral entrepreneur: person who creates rules that reflect values of those in power rather than any objective, universal standards of right/wrong, polarization of good/evil to demonize the people who moral crusaders want to remove from society. 1892 - restrictions on gambling activities began to be lifted. 1969 - cc amended to allow provinces and federal government to operate lotteries and casinos on charitable basis. 1985 - provincial governments given exclusive control over gambling.
