In alberta, the sterilization of people was carried out under law until 1972: laws were at least partially lled by eugenics and the fear that mental defectives would overrun canada, sexual sterilization act 1928; 1937; 1948. Canada is a party to the convention on the rights of persons with disabilities with a rms the rights of all individuals with disabilities. Mental illness is not the same as feeling sad or distressed as a result of normal reactions to di cult or troubling situations. Reduced ability for a person to function e ectively over a prolonged period of time - cmha. Inability to function as needed over an extended period of time. Severity depends on a variety of factors.
