Culture of fear and violence inmate on inmate, senior inmates (violent) are servers, given roles of distributing food, clothings, bedding, can withhold food for things, post rules, beat up new inmates that don"t read rules. Staff are labelled as rats if they do not follow the code of silence, their lives are endangered, conceal seriousness and injuries given to inmates, do not investigate things properly, cover up what actually happened.
