Health gap: growing divide between rich and poor in terms of health and well-being. Only 47% of low income canadians rate their health as excellent. 73% of high income canadians rate their health as excellent. Health and social problems are worse in more unequal countries. Universal publically funded health care was slow process in canada. Prior to 1940s was based on abilitiy to pay. British north american act (1867) first legislation to establish jurisdiction for health between provincial and federal government. 1880 to 1950s: variety of pre-payment health plans. By 1934: 27 hospital-sponsored pre-payment plans in 6 provinces. Medicare act 1968: equal federal-provincial cost sharing. Need for: strong leadership, more efficient and responsive, short and long term strategies. Principles of health care: public administration, comprehensiveness, universality, portability, accessibility.
