Special education programs for those with intellectual disabilities, physical disabilities, sensory impairments, and emotional or behavioural disorders were present in most public schools by the late 1950s. However, those with the inability to learn certain basic skills and subjects did not fit into the existing categories of exceptionality. Often termed: brain damage, minimal brain dysfunction, neurological impairment, perceptual handicap, dyslexia, aphasia.
