Limits of multilateral action: hr regimes declaratory promotional implementation. Promotional = making a plan, finding ways to promote it. Implementation = when it happens, we see actions. Most multilateral actions are limited to the promotional side = reporting and monitoring: most restricted to promotion and monitoring. Limits of bilateral action: can go either way. Policies that are enacted to help another state can have a positive influence. Other types of efforts, such as containing communism, lead to horrific human rights abuses.
