Generates common rules, rational reason, rules we can respect, creates the maximum space for human freedom and autonomy. Sets rules to guide our lives but also very liberating. So, what threatens order: neo-marxists: class conflict state resolves it. Organizational approach: states as specific set of institutions: bureaucracy, military, police, courts, etc. , why treat these collectively as the state", post-hegelian political scientists rejected the concept as abstract, distracting, unnecessary. International approach adds: effective government, relations with other states. But its all international and internal: territory: consolidation of control within, defense against intrusion from without, sovereignty: absolute authority within territory, freedom from external constraint. It protects its people from each other and also from external threats. Its borders define what is internal and external in the first place.
