We established that multilevel politics covers it all, from the layers of power below the state local and state/provincial to those above the state transnational regions, global organizations. Now that states are not the only game in town, world politics operates at multiple levels. Confederalism involves a weak central authority, seen as needed only for limited purposes like defense or economic development. The states that create this central authority retain the ability to claw back power from the centre or simply abandon the confederation. The key to federalism is that powers and sovereignty have been divided between the central and provincial or state governments it is self-rule by provinces, combined with shared rule across the federation.
