In locke"s state of nature, the executive power of the law of nature is possessed by: each person, god, the sovereign, the police, the guy with the biggest weapon. Cooperation is beneficial, so it tends to evolve. Should recognize it is our benefit to cooperate. Fear, suspicion, and competition will overwhelm cooperation. Not everyone is fundamentally selfish, one takes few people to ruin it. Everyone then has reason not to cooperate. Two more anarchist responses: humans are naturally good. Anti social behaviour is created by government/society (much too optimistic: social cooperation without coercion is possible. Again, only takes one person to screw things up. Negative: the state is the only alternative to the state of nature. People are naturally free, equal, and independent. In return, state responsible for protecting its citizens.
