Democracy also legitimates: popular consent and participation, facilities peaceful reconciliation of competing interests, feedback mechanism, just watch out for manipulation from above. A traditional, sentimental attachment (cid:498)that no legislature can manufacture in any people(cid:499) (cid:523)walter bagehot(cid:524) Political regimes can weaken or fall based on loss of legitimacy.
