In developing male embryo, at roughly 6-7 weeks the presence of y chromosome causes the indifferent gonads to develop the testes. In developing female embryo, at 9 weeks of development, xx chromosomes are activated and ovaries develop: once the testes and ovaries have developed, the reproductive tracts and external genitalia follow.
