World health organization (who) defines health" as: a state of complete physical, mental and social well-being and not merely the absence of disease of infirmity. Health policy refers to decisions, plans, and actions that are undertaken to achieve specific health care goals within a society. Is perhaps best thought of as the actions of government or other significant stakeholders which are aimed at maintaining and improving the population"s state of health. Public policy: concerned with what governments do, why they do it, and what differences it makes. It is about political/social sciences and the ability of this discipline to describe, analyze, and explain public policy. Policy analysis: encourages scholars and students to think critically and systematically about policy issues. Public administration- how things are paid for. This condition is the most frequently misunderstood; it does not deal with delivery, but with insurance.
