Health policy lecture 8: policy implementation and evaluation. Start with the idea at the top. Sees the implementation of policy as a linear sequence set at a national/international level and then communicated to subordinate levels: provincial, territories, regions or municipalities etc. Ignores possibility that policies change during implementation: when people are implanting policies on a local level they use their own values/ beliefs to tailor the decisions being made. Implementers are not just policy managers following orders from above, but active participants in a complex process that informs policy makers above. More interactive, implementing policies from various levels of government: active participants in the entire policy process, instead of just taking orders from the people above them. Ensures implementation takes into account local participants views and influences policy. Criticisms: how much power should unelected professionals have in a democratic society.
