Clearly define and describe the issue and its context: this is the key to focusing risk assessment efforts, identifying risk management goals, selecting efficient and effective strategies, and appropriately allocating resources. Context = its contribution to a specific health concern as well as its importance relative to other issues that must be addressed. Sequence of tasks can vary depending on the issue.
