Need to convince people that these preventative methods will work. Idea= vaccinate children, inoculate child+ use tissue to pass on. Took 20 children from spain (poor/orphans), arrive in cuba and start training people. Human to human is dangerous but more effective. Clergy is key, preach and convince people. Start selling government posts (e. g. you can pay to be a judge) More centralized government (able to exploit better and be more efficient)
