More motivation other than sadistic tendencies and ideological motives. They were willing to participate in these programs, technically anybody could participate (they were not different from normal citizens) Hungary, bulgaria, italy, finland: actively participated in persecution in jews and other minorities with very little encouragement/ urging from. Berlin: people from slovakian government had to pay germany to, catholic regime in croatia actively persecuted jews, deport jews into system. Jews to places unknown because germans asked them to fell into harm"s way (died)
