Rules for seats in house of commons: each province must have at least as many mps as it has senators. Explains why pei has 4mps even though its pop is 140,000: each province mist have at least as many mps at it did in 1976. Rule instated to ensure minimum number of mps for quebec. Base on western provinces lack of power to control their own destiny.
