Incomplete development and failure of rostral part of the neural tube to close: improper closure at the rostral end, blind, deaf, rudimentary brain stem sufficient to support life but cognitive processing is lacking. Summary: the neural plate forms from the ectoderm. The neural crest is on either side of the neural plate. Neural crest cells outside are forming the sensory ganglia: the sensory input from the rest of the body, with receptors out in the skin and a cell body outside the neural tube. The rest of the axons go into the neural tube.
