There are international and racial aspects of drugs. Racial aspects: there are a huge amount of black people in prison for drugs which is hugely disproportionate to the amount of white people for the same crimes. International aspects: there are places like mexico or even afghanistan where drug trade is a major trade that is not government regulated and acts as an alternative power structure. Bolivia has said no to the us for the war on drugs.
