School was in a decentralized, fragmented state with education on the ground. 1786 1818 influx of glenclarin (especially map of 1899) immigrants with the head bishop being scottish alexander macdonnell, anti-american and anti-republican which means that he is aligned with british crown/loyalist/compact family but at odds with liberal catholics. Macdonell defended catholics in 1798 who fought in the revolution and 1812. However, they have common cause because they want (1) freedom from protestant and (2) free education. Currently, education and religion are intertwined, so he lobbies in 1815 petitioning for funds for the education. 1816: government is intervening in the school system with people questioning why the government isn"t giving money to catholic school but only common schools. 1819: he becomes stationed in kingston (cc center) National education with superintendent, boarder of education, legistiative overlooking common school funds.
