Western capitalist societies are liberal democracies and so by having elections and letting people choose between parties, you are giving. Everone an equal chance to influence who will be in power and therefore, everyone has an equal chance of influencing gov"t policies. People with similar interests form a certain group. Gov"t = actual people who occupy positions of power. Gov"t changes though time, but state does not. Yes those occupying positions are part of the elite, they are corporate elite, military and political elites. They are all interconnected but they do not form on ruling class.
