India has a very low incarceration rate (33/100,000) India often seen as an ideal to strive towards: children living with their mothers in prisons. Might be seen as commonplace around the world: conditions women face. Backlog system, could take a year to get on trial. Stigma: women might not want to testify because of that stigma.
